Subject: [PATCH] Depreciate agbcc and clarify gcc version usage in install
 instructions. (#3788)

* Depreciate agbcc in install instructions.

* Clarify that Ubuntu 22.04 ships with GCC v10.

* Also clarify v13 usage on remote repos.

* Typo.

* Use Edu's reworded note from the Team Aqua discord.
