Autolinks were getting discarded when lowercasing anchors, oops.
* Convert docs/ folder to mdBook * INSTALL.md Markdown fixes (also affects GitHub web) * Don't try to rewrite bare links in HTML attributes * lowercase anchors in fix_links.py
